Radiocommunication Assembly 2019 (RA-19)

Radiocommunication Assembly 2019 in EgyptThe Radiocommunication Assembly 2019 (RA-19) was held from October 21-25 in Sharm el-Sheikh, Egypt just prior to the World Radiocommunication  Conference (WRC-19) which begins tomorrow and will run from October 28 to November 22.

The Radiocommunication Assembly, hosted by Egypt and represented by the National Telecommunications Regulatory Authority (NTRA), was organized by the International Telecommunication Union’s Radiocomunication Bureau.

The Radio Assembly approves and issues ITU-R Recommendations and ITU-R Questions developed by the Study Groups; sets the program for Study Groups; disbands or establishes Study Groups according to need; suggests suitable topics for the agenda of future Word Radiocommunication Conferences; assigns next conference preparatory work and other questions to the ITU-R Study Groups; and responds to requests from ITU conferences.

One of the interested topics to the Amateur Radio community is the proposal for a new question of study on the increase of the man-made radio noise and their effects to the radiocommunication services. The discussions started in the Working Group COM4 (Program of the Study Groups) and was well received by several countries, but  an agreeable text was not reached.

The Working Group decided to continue the work in the Study Groups. Part of the proposed question will be used by the ITU-R Study Group 3 (Radio Propagation) in order to possibly updated one of the oldest and most relevant ITU questions, ITU-R Q-214 (Radio Noise); the other part will be discussed in the ITU-R Study Group 1 (Spectrum Management).

The International Amateur Radio Union (IARU) is following these and other topics developed at ITU. Attending RA-19 were Flavio Archangelo, PY2ZX, the CITEL Coordinator for IARU-R2 and member of the Brazilian delegation (shown at left in the above photo) and Jonathan Siverling, WB3ERA, the American Radio Relay League (ARRL) Technical Relations Specialist and member of USA delegation (shown at right).
